In 1887, a man named Frederick Charrington tried to end prostitution in the East End by leading a campaign to close all of the brothels. He used the Criminal Law Amendment Act of 1885, in which a citizen could report any house suspected of operating as a brothel to the police, who would close it down. 200 brothels were closed but the result was the prostitutes moving out into the streets to do their business.
